Héctor Eliazar Ortiz Roa was born in Santo Domingo in 1981. In 1998 he enters at the UNPHU to study civil engineering. The university years brought him knowledge that will be reflected in his later work, however this academic stiffness causes him to break with the path taken and a professional rethinking of his formative future within art, abandoning the career in the thesis and traveling to Buenos Aires to study photography at the EAF.

Upon his return to the Dominican Republic, he received an Honorable Mention at the XXVII Visual Arts Biennial of Santo Domingo (MAM), as well as the Image in Motion Award at the second edition of the Young Image Award, where two years later he would return to win the exhibition prize of the contest. In 2017 he spends a few months working in Spain where he gets the EAN scholarship to participate in the seventh meeting of new artists in Santiago de Compostela, directed by Rafael Doctor, where he makes a public presentation focused on his work and personal creative project, serving as platform and Showcase of his creations. In 2018 he is selected for the XXVII Eduardo León Jimenes art contest.
